Ofqual does not charge to apply for recognition, and the law stops it from doing so. What an application costs is the work of proving, with evidence, that your organisation meets all four recognition criteria. The gate is narrow. In the year to 31 March 2026 Ofqual received applications from 53 organisations and 8 gained recognition. This page covers England only, and the figures were checked on 5 October 2026.
Does Ofqual charge a fee for recognition?
Ofqual's supporting information for applicants says it plainly: we do not charge you to apply for recognition. The reason sits in the legislation. Section 132(6) of the Apprenticeships, Skills, Children and Learning Act 2009 says Ofqual may not charge an awarding body in respect of recognition, and section 139(4) says the same about accreditation. We also went looking for an annual fee and did not find one. Ofqual's accounts for 2025 to 2026 record no material income from fees and charges.
So the budget question is a different one. You are paying, in salaries and outside help, to set up an awarding organisation and document it before Ofqual has agreed to recognise it. The application asks for evidence under four criteria, and the evidence has to describe an organisation that can do the job on the day it is recognised. We do not put a figure on that work here, because it depends on what you have already built. We quote it in writing after a scoping call.
What are the stages of an Ofqual recognition application?
The process runs through Ofqual's online recognition service. Before you fill in the main application, Ofqual recommends that you complete the pre-application engagement section, and it then meets you one to one. In the year to March 2026 it had those early conversations with 130 prospective awarding organisations.
After you submit, the recognition team checks that the application is complete. A lot of applications stop here. Ofqual's annual report says that of the 83 applications it handled in the year, resubmissions included, 37 were returned following the initial administrative review.
An application that gets through is reviewed against the criteria and then goes to a recognition panel. The meeting is chaired by a senior member of Ofqual's staff and attended by colleagues with expertise relevant to your application. You should hear in writing within 10 working days of the meeting, which is the target Ofqual sets itself for confirming the panel's decision. If it recognises you, the letter gives a start date and may come with conditions.
Ofqual has also added a warning that is worth knowing about. Its guidance says that an application relying too heavily on AI generated content may be returned or rejected. The panel is reading for your own account of how your organisation works, so the people who will run it need to write it.

What evidence does Ofqual ask for?
Ofqual has to be satisfied that you meet all of the recognition criteria, and there are four of them. The table gives each one with the kind of evidence it calls for.
| Criterion | What it covers |
|---|---|
| A. Identity, constitution and governance | Who the applicant legally is, how it is constituted and how it is governed |
| B. Integrity | The integrity of the organisation and of its senior officers |
| C. Resources and financing | The systems, people and money needed to develop, deliver and award qualifications |
| D. Competence | The ability to develop, deliver and award the qualifications you want to offer |
The financial side is specific. Ofqual's guidance for criterion C asks for the documents in the list below, and it says a newly formed entity without three years of accounts can still apply.
- A business plan with its key assumptions
- A three-year profit and loss forecast
- A three-year cash flow forecast
- A three-year sensitivity analysis
- Full statutory accounts for the past three years, where they exist
Criteria A, B and D do not come with a document list of that kind. Take D, competence. Ofqual wants to know whether the people you have named can develop, deliver and award the specific qualifications in your application, so a line about years of experience in education will not carry it.
How long does Ofqual recognition take, and what are the odds?
Ofqual does not publish a target for the whole process, and we could not find one anywhere in its current guidance. Older articles that quote six months are repeating a figure Ofqual no longer states. The two service standards it does give are narrow ones. One is the 10 working days for the decision letter after the panel has met. The other is 6 weeks to answer a request for an internal review.
Nothing stops a rejected applicant from applying again straight away, and the figures show that this happens. The 83 applications Ofqual handled in 2025 to 2026 came from 53 organisations, so a fair number went round more than once.
Eight organisations gained recognition that year, and six of the eight were recognised for apprenticeship assessment. The year before, 7 of 57 applicants were recognised. A recognition in one year can come from an application made the year before, so treat this as a ratio and not an official success rate. It still tells you how selective Ofqual is.
Recognition also starts the obligations. Once recognised, you cannot offer a qualification until you have submitted it to the Register and given it a level between Entry Level and Level 8. Every year you also send Ofqual a statement of compliance. If you fall short, the fine can reach 10 per cent of your annual turnover. Ofqual's accounts show 2.52 million pounds of income from fines in 2025 to 2026, up from 805,000 pounds a year earlier.
Is there a cheaper way onto the RQF than Ofqual recognition?
For most training providers there is a cheaper way onto the framework, and it is the route they end up taking. You do not need to be an awarding organisation to deliver a regulated qualification. You can become an approved centre of an awarding organisation that Ofqual already recognises, and either deliver one of its existing qualifications or pay it to develop one around your course. Published centre approval fees among the awarding organisations we checked run from 150 pounds to 1,950 pounds. Bespoke qualification development starts at 1,000 pounds with one of them and 5,000 pounds with another. Our page on getting a regulated qualification through an existing awarding organisation sets the fee lists side by side.
Recognition makes sense when you intend to award qualifications to other centres as a business, or when no existing awarding organisation will carry what you teach. If you only want your own course to carry a regulated level, it is usually the long way round.
Apollo Accreditation is a consultancy. It is not a regulator or an awarding organisation and does not award qualifications. Fees and rules change, so confirm them with the body named before you act on them.
Common questions
Does Ofqual charge an application fee for recognition?
No. Ofqual says it does not charge you to apply for recognition, and section 132(6) of the Apprenticeships, Skills, Children and Learning Act 2009 says it may not charge an awarding body in respect of recognition. We found no annual fee either. Your costs are your own staff, advisers and systems.
How many organisations get Ofqual recognition each year?
Not many. Ofqual's annual report for 2025 to 2026 says 53 organisations applied and 8 gained recognition, 6 of them for apprenticeship assessment. In 2024 to 2025 the figures were 57 and 7. There were 245 awarding organisations on Ofqual's books when it surveyed them for that report.
Can I reapply if Ofqual rejects my application?
Yes. Ofqual's guidance says that if you do not accept its decision you can reapply at any time. An internal review is also available in limited circumstances, and Ofqual aims to answer a review request within 6 weeks. A review looks at whether the process was followed properly. It is not a chance to send in new evidence.
Does Ofqual recognition cover Wales, Scotland and Northern Ireland?
No, it covers England. Qualifications Wales and CCEA Regulation each need their own application, and Scotland has a separate system under Qualifications Scotland. We cover those on our pages about Wales and Northern Ireland and about Scotland.
Can Apollo Accreditation get us recognised by Ofqual?
Nobody can promise that, and you should be wary of anyone who does. What we do is test your governance, finances and assessment arrangements against the four criteria before you apply, help you close the gaps and get the evidence in order. Apollo Accreditation is a consultancy. It is not a regulator or an awarding organisation, and the decision is Ofqual's.
