Who we are
Apollo Accreditation is a course accreditation consultancy. We exist to take a training provider or employer from an idea for a course to recognised, quality-assured provision, and to do it without the client having to become an expert in a regulator's criteria. Course development is where most engagements begin: we build the course, and because we build it to the accreditation standard from the start, it can be taken up to a recognised qualification later without a rebuild.
Apollo is its own registered company, based in Malta, with an office in the UK, and working with clients in any country. Some clients want to sell training in the UK and the EU. Others want a course accredited to UK or EU standards so they stand out at home, where competitors may have nothing like it. You pay us to get your programme up to the standard a recognised body expects, and to see it through until that body makes its decision. If a route will not get a client where they want to go, we say so before they spend on it.
What we do
Seven services that run from building a course to keeping its recognition. Take one, or the whole route.
Course development
Bespoke eLearning and live courses for your teams, built with our technology and industry experts, hosted on our LMS or yours. The entry service, where most engagements begin.
Curriculum development
Programmes, modules and learning outcomes designed or rebuilt, mapped to the right level and credit value with an assessment strategy that evidences it.
CPD Certification
Courses prepared for an independent CPD body, the application managed to a decision, and quality assurance before and after. We do not certify courses ourselves.
Qualifications Accreditation
Submissions prepared and managed to MFHEA in Malta and the UK regulators' routes, from gap analysis to the decision.
Quality assurance
Internal and external quality assurance, verification and standardisation that keep recognition once it is granted, handed to a named owner on your side.
Malta company formation
The Maltese legal entity that MFHEA requires, formed and administered with licensed Maltese corporate service providers.
EU market access via Malta
An EU-recognised, EQF-referenced level for a UK provider after Brexit, through accreditation in Malta.
The people who do the work
Apollo is small on purpose. You deal with the people doing the job, not an account manager who hands it on.
Stefan Gauci Scicluna, Managing Director
Stefan leads Apollo's course development and accreditation work. He has lectured in management at higher-education level since 2013, holds a Maltese professional teaching warrant, and sits on the external quality assurance expert database of ACQUIN, the German accreditation agency. He also writes on training, compliance and quality; his books are listed on our books page.
| Qualification or recognition | Level | Awarded by |
|---|---|---|
| Doctor of Business Administration (in progress) | MQF and EQF Level 8 | Signum Magnum College |
| MA, EU Policies and Administration | Level 7 | College of Europe, Bruges |
| B.Com (Hons), Public and Private Management | Level 6 | University of Malta |
| Diploma in Accounting and Business | Level 5 | ACCA |
| Professional Teaching Warrant No. 1052 | Level 7 | Malta |
| External quality assurance expert (2026) | Expert database | ACQUIN |
The specialists we bring in
Some jobs need more hands than Stefan's. Then we bring in a subject expert, an assessor or a quality reviewer. Each one has at least a degree and hands-on experience in curriculum work, accreditation or quality, and we check their certificates ourselves. You will know who they are and what they are doing before they touch your programme.
What alignment changes in a course
These are the changes we make most often at gap analysis. They are typical of the work, not a single client's file. Anonymised client examples are available on request.
| Area | What we often find | After alignment |
|---|---|---|
| Learning outcomes | Topics dressed as outcomes, such as "understand data protection". | Outcomes a reviewer can assess, such as "apply the lawful bases for processing to three workplace cases". |
| Level | No stated level, or one picked because it sounded right. | Each outcome checked against the framework's level descriptors, and the level justified in writing. |
| Learning hours | A length in days, with no count of study time. | Total learning hours and credit worked out from contact time, guided study and assessment. |
| Assessment | One quiz at the end that tests recall. | Every outcome mapped to an assessment task, with marking criteria and a pass standard. |
| Evidence | Documents spread across email and shared drives. | One evidence pack, indexed to the body's criteria, so a reviewer finds each item first time. |
| Quality assurance | Nobody checks the marking once the course is live. | Internal verification and standardisation, with a named owner and a yearly review. |
The routes we work with
We establish the route that fits your market before anything is built. These are the ones we run.
| Route | Body | Where |
|---|---|---|
| CPD certification | CPD certification bodies | UK and international |
| Ofqual-regulated qualifications | Ofqual, via awarding organisations | England |
| Qualifications Wales | Qualifications Wales | Wales |
| CCEA Regulation | CCEA Regulation | Northern Ireland |
| Qualifications Scotland | Qualifications Scotland Accreditation | Scotland |
| MFHEA accreditation | Malta Further and Higher Education Authority | Malta (EU) |
Regulator names and requirements change, so any regulatory claim is confirmed with the authority before a submission. Qualifications Scotland Accreditation replaced SQA Accreditation on 1 February 2026.

Common questions
Is Apollo Accreditation a regulator or an awarding organisation?
No. We are a consultancy. We build courses and qualifications and manage submissions through the recognised bodies, but we do not regulate qualifications or award them ourselves.
Where is Apollo Accreditation based?
In Malta, registered as company P1389 with VAT number MT20715508, with a United Kingdom office in East Kilbride. We work across the four UK nations and the EU.
What does Apollo actually sell?
Three services. Course development, CPD Certification and qualifications accreditation, with quality assurance included in the last two, plus the Maltese entity the Malta route needs.
Do you only work in compliance training?
No. We build courses across sectors, from iGaming and hospitality to financial services, retail and property, pairing our designers with a subject expert from your field.
