Course development, accreditation and quality assurance

Apollo Accreditation builds training courses and gets them recognised. Most clients start with course development: we build bespoke eLearning and live courses for your teams, using our own technology and industry experts, and host them on our learning management system or deploy them onto yours. From there, when the learning needs formal weight, we prepare and manage accreditation and put the quality assurance in place that keeps recognition once it is granted. We work with all four United Kingdom qualifications regulators, Ofqual in England, Qualifications Wales, CCEA Regulation in Northern Ireland and Qualifications Scotland, alongside MFHEA in Malta and CPD accreditation bodies. We are not a regulator or an awarding organisation and we do not award qualifications ourselves. For UK organisations, accreditation through Malta gives a course an EU-recognised, EQF-referenced level after Brexit.

A recognised route into the EU market

Since Brexit, a UK qualification no longer holds an automatic, current place in the European Union's own qualifications system. Accreditation through Malta puts that back.

Malta is an EU member state, and the Malta Qualifications Framework (MQF) is referenced to the European Qualifications Framework (EQF), the eight-level scale that lets employers, regulators and learners across Europe read a qualification's level at a glance. Accredit your programme through Malta and it carries that level directly.

One honest caveat. This is about the recognition and level of your qualification, not an automatic licence to practise a regulated profession. Access to regulated professions such as law, accountancy or healthcare runs through separate EU rules, and we will tell you plainly where your programme sits before you commit.

Malta company formation and administration

Accreditation in Malta needs a Maltese legal entity. We set the company up and keep it running, with legal and administrative support delivered with licensed Maltese corporate service providers: incorporation, registered office, company secretarial, VAT and tax registration, and ongoing filings. You get one route from company to accredited programme instead of three separate suppliers.

The United Kingdom has four qualifications regulators, not one. A qualification regulated in England is not automatically regulated in Wales, Northern Ireland or Scotland, and the frameworks differ. We confirm the current standards and criteria with the relevant authority before we start any submission, and we tell you where a single qualification can be recognised in more than one nation and where it cannot. We also work with other national frameworks and awarding bodies on request.

Do you need a Maltese company for MFHEA accreditation?

In most cases yes. MFHEA requires a body corporate registered in Malta and a legal representative based there. The two exceptions, and what the entity involves.

Can you build a course for our business from scratch?
Yes. Building bespoke courses for employers and training centres is where most engagements with us start. You tell us the outcome you want and who it is for, a single role, a team or the whole company, and we design and build the course to that need, as self-paced eLearning, live or virtual sessions, or a blend. We build with our own technology and an industry expert from your sector, then host it on our learning management system or deploy it onto yours. Do I need a Maltese company to get accredited in Malta?
In practice, yes. MFHEA licenses providers and accredits programmes in Malta, and that requires a legal entity established in Malta. For a UK or non-EU provider this is usually the whole point rather than an obstacle: a Maltese company holding an MFHEA-accredited programme gives you a qualification with a Malta Qualifications Framework level, referenced to the European Qualifications Framework, issued from inside the European Union and portable to European learners. That is the practical route back into the EU market after Brexit. We set the company up and run it for you, with legal and administrative support delivered alongside licensed Maltese corporate service providers, then take the same programme through accreditation. One route, one point of contact, rather than a company formation agent, an accountant and an accreditation consultant who never speak to each other.
What does Apollo Accreditation do?
Apollo Accreditation is a consultancy that helps training providers and academies develop curricula, gain recognised accreditation, and put quality assurance in place. We work with all four United Kingdom qualifications regulators, Ofqual in England, Qualifications Wales, CCEA Regulation in Northern Ireland and Qualifications Scotland, alongside MFHEA in Malta and CPD accreditation bodies. We are not a regulator or an awarding organisation and we do not award qualifications ourselves.
What is MFHEA accreditation?
MFHEA is the Malta Further and Higher Education Authority, the national body that licences providers and accredits programmes in Malta against the Malta Qualifications Framework. We help you prepare provider and programme submissions, map learning outcomes to MQF levels, and meet the authority's quality standards.
How does accreditation through Malta help a UK provider reach the EU market?
Malta is an EU member state, and the Malta Qualifications Framework (MQF) is referenced to the European Qualifications Framework (EQF), the eight-level scale used across Europe to compare qualifications. When your programme is accredited through MFHEA and rated on the MQF, it carries a level that European employers, regulators and learners can read directly. Since Brexit, a UK RQF or CPD credential no longer sits inside the EU's own system in the same way, so this is a practical route back to European recognition. It concerns the recognition and level of the qualification, not an automatic right to practise a regulated profession, which runs through separate EU rules. We confirm current MFHEA standards with the authority before any submission.
What is CPD accreditation?
CPD stands for Continuing Professional Development. CPD accreditation confirms that a course meets recognised standards for professional learning and can be counted towards a learner's annual CPD hours. We design the content, structure the learning outcomes, and prepare the submission to a CPD accreditation body.
Do you work with Ofqual?
Yes. Ofqual regulates qualifications, examinations and assessments in England. We support providers who want their qualifications recognised through Ofqual-regulated awarding organisations, and organisations seeking recognition themselves. We design qualifications to the Regulated Qualifications Framework and prepare the evidence an awarding organisation and the regulator expect. We are a consultancy, not an awarding organisation, so we do not award qualifications ourselves.
What about Wales, Northern Ireland and Scotland?
The United Kingdom has four qualifications regulators. Ofqual covers England. Qualifications Wales covers Wales and uses the Credit and Qualifications Framework for Wales. CCEA Regulation, the regulatory arm of the Council for the Curriculum, Examinations and Assessment, covers Northern Ireland and uses the Regulated Qualifications Framework alongside England. Scotland is regulated by Qualifications Scotland Accreditation, which replaced SQA Accreditation on 2 December 2025, and uses the Scottish Credit and Qualifications Framework. We work across all four.
If a qualification is regulated in England, is it recognised across the UK?
Not automatically. Regulation is national. A qualification on the Regulated Qualifications Framework covers England and, where the awarding organisation is recognised by CCEA Regulation, Northern Ireland. Wales and Scotland run separate frameworks and separate approval routes, so a qualification intended for learners there needs to be designed and submitted accordingly. Getting this wrong is one of the most common and most expensive mistakes we are asked to fix, so we establish which nations you are selling into before any design work starts.
What is quality assurance in learning and development?
Quality assurance is the set of checks that make sure a programme is designed, delivered and assessed to a consistent standard. It covers internal quality assurance, external quality assurance, assessment verification and self-evaluation. We build these processes so your provision holds up when a regulator, awarding body or client reviews it.
