A private provider in the UK cannot award its own degree. At Levels 4 to 8 there are three ways in. You can teach a Pearson Higher National, have a university validate your programme, or register with the Office for Students and, years later, apply for degree awarding powers. The cheapest published entry point is a Pearson Higher National, at 1,000 pounds for centre approval. Registration with the Office for Students carries a fixed assessment fee of 28,463 pounds and an annual fee that starts at 14,775 pounds. This page is about England, with short notes on the other nations, and was checked on 5 October 2026.
| Route | Levels | Who awards | Published entry cost | Published timing |
|---|---|---|---|---|
| Pearson BTEC Higher Nationals | 4 and 5 | Pearson | 1,000 pounds centre approval, plus 135 to 875 pounds programme approval | Not published |

What does a Pearson Higher National cost to offer?
The Higher National route works like the awarding organisation route at lower levels. Pearson owns the HNC at Level 4 and the HND at Level 5, and you become one of its approved centres. For 2026 to 2027 Pearson's fee guide lists 1,000 pounds for new centre approval. Programme approval is between 135 and 875 pounds, depending on whether Pearson can approve automatically, at a desk or with a visit. You then pay 286.35 pounds to register each HNC learner and 383.70 pounds for each HND learner. The line to watch is the minimum annual spend of 5,000 pounds that Pearson sets for UK colleges and work-based learning centres. At the HNC registration price that is about 18 learners a year.
How much does university validation cost?
Validation means a university with degree awarding powers approves your programme and awards its degree to your students. Universities do not publish what they charge for this. We looked at the Open University, Liverpool John Moores, Chichester, Buckingham and the University of Wales Trinity Saint David, and found process descriptions but no current price list. Liverpool John Moores's own approval process shows why. The financial arrangements, including administration, validation and minimum fees, are agreed partner by partner at its fourth stage.
The best public figures come from a survey of teaching and awarding partners that Independent Higher Education published in July 2024. It found annual institutional fees ranging from 5,000 pounds to 80,000 pounds. Where the university took a share of the tuition fee, the share ran from 15 to 30 per cent. Flat fees per student ran from 500 to 1,200 pounds, and validation and review events were listed at around 5,000 to 7,000 pounds. Both sides in the survey agreed that the usual time from first contact to enrolling the first students is between one and two years. These are survey findings from 2024 and not quotations, so use them to test a university's offer and not to predict it.
What does OfS registration cost, and how long does it take?
If you want your students in England to draw student finance, you have to be on the register of the Office for Students, and you cannot apply for degree awarding powers without being on it either. The register was closed to new applicants for a while. From December 2024 until 28 August 2025 the OfS took no applications at all. When it came back it had added entry tests, among them one on governance and one on whether students are treated fairly. Its guidance now says a provider can apply at any time, and that getting registered typically takes one year.
The OfS says it does not charge a fee for registration itself. It does charge a fixed fee of 28,463 pounds for assessing quality and standards as part of the application. Once registered you pay an annual fee set by student numbers, shown in the table. The smallest band, for 25 or fewer full-time-equivalent students, is 14,775 pounds a year. With 101 to 300 students the fee is 35,890 pounds. There is one exception worth checking, because a provider that counts as a micro-entity has the registration fee discounted by 100 per cent.
| OfS band | Full-time-equivalent higher education students | Annual registration fee, 2026 to 2027 |
|---|---|---|
| A | Not more than 25 | 14,775 pounds |
| B | 26 to 50 | 18,283 pounds |
| C | 51 to 75 | 22,901 pounds |
| D | 76 to 100 | 28,688 pounds |
| E | 101 to 300 | 35,890 pounds |
| F | 301 to 500 | 45,001 pounds |
| G | 501 to 1,000 | 56,451 pounds |
| H | 1,001 to 1,500 | 70,857 pounds |
| I | 1,501 to 2,500 | 88,955 pounds |
| J | 2,501 to 5,000 | 111,794 pounds |
| K | 5,001 to 10,000 | 140,605 pounds |
| L | 10,001 to 20,000 | 176,987 pounds |
| M | More than 20,000 | 222,850 pounds |

Two things could change this arithmetic. The Department for Education consulted between May and July 2026 on a new charging model, including an application fee on a cost recovery basis that it put at between 68,000 and 105,000 pounds. No government response had been published when we checked, so that is a proposal and not a price. And a refusal now has a cost in time. A provider that applies on or after 1 January 2026 and gets a final refusal cannot apply again for 12 months.
When can a provider get degree awarding powers?
Degree awarding powers come last. Only a registered provider can apply, and a newer provider is first given powers on a probationary basis, usually for four years. The OfS says it will start work on a new application approximately 12 to 18 months after receiving it, and then allows 52 weeks for a New DAPs assessment and 78 weeks for Full DAPs. The assessment is charged at actual cost, by the hour, so there is no published total.
One more date belongs in your plan. The Lifelong Learning Entitlement starts taking applications in late October 2026, for courses that begin in January 2027. Under the Department for Education's guidance, LLE funding is only available at providers on the OfS register.
The other nations work differently. In Scotland an application for degree awarding powers goes to the Scottish Government, with QAA assessing it. Wales has had its own statutory register of higher education providers, run by Medr, since 1 August 2026. In Northern Ireland no new applications for degree awarding powers are being accepted while a review is under way.
Apollo Accreditation is a consultancy. It is not a regulator or an awarding organisation and does not award qualifications. Fees and rules change, so confirm them with the body named before you act on them.
Common questions
Can a private training provider award its own degree in the UK?
No. A degree can only be awarded by a body that holds degree awarding powers. A private provider either has its programme validated by a university that holds them, which then awards the degree, or registers with the Office for Students and applies for powers of its own later. At Levels 4 and 5 it can also teach a Pearson Higher National as an approved centre.
How much does university validation cost?
Universities do not publish their validation fees, and each deal is negotiated. The nearest thing to a benchmark is the Independent Higher Education survey of July 2024. It recorded annual institutional fees from 5,000 to 80,000 pounds, shares of tuition fees from 15 to 30 per cent, and validation and review events at around 5,000 to 7,000 pounds.
How much does OfS registration cost?
The OfS does not charge for registration itself, but it charges a fixed 28,463 pounds for the quality and standards assessment that forms part of the application. After that there is an annual fee by student numbers, which starts at 14,775 pounds for 25 or fewer full-time-equivalent students. Providers that qualify as micro-entities get a full discount.
How long do OfS registration and degree awarding powers take?
The OfS gives one year as the typical time to become registered. Degree awarding powers take much longer. The OfS expects to start work on an application 12 to 18 months after it arrives, and the assessment then runs for 52 or 78 weeks.
What is the cheapest way to offer a Level 4 or Level 5 higher education course?
On the published lists, a Pearson Higher National. Pearson's 2026 to 2027 guide puts new centre approval at 1,000 pounds, with programme approval from 135 pounds on top. Check the 5,000 pound minimum annual spend against your learner numbers before you commit. A Level 5 programme accredited through Malta is a different route with its own costs, which we cover on our MFHEA pages.
