Short answer

Ofqual is the qualifications regulator for England. You do not apply to Ofqual as a training provider. A regulated qualification is awarded through an awarding organisation that Ofqual recognises, and placed on the Regulated Qualifications Framework at a stated level and size. The practical routes are to have your provision awarded through an existing recognised awarding organisation, or, for a larger operation, to become a recognised awarding organisation yourself, which is a longer and more demanding process.

What Ofqual does, and does not do

Ofqual is the Office of Qualifications and Examinations Regulation, the statutory regulator of qualifications, examinations and assessments in England. It sets the conditions that awarding organisations must meet, recognises those organisations, and regulates the qualifications they award. It does not award qualifications itself, and it does not accredit individual training providers. That distinction is where most confusion starts, so it is worth being exact about it.

A regulated qualification in England is one that an Ofqual-recognised awarding organisation makes available, that sits on the Regulated Qualifications Framework, and that carries a level and a size expressed in Total Qualification Time. When a buyer asks whether a qualification is "Ofqual regulated", they are asking whether it meets that description, not whether Ofqual delivered it.

The two routes for a provider

There are really two ways a training provider gets Ofqual-regulated provision, and they suit very different situations.

RouteWhat it involvesBest for
Award through a recognised awarding organisationYour course is delivered as an approved centre of an existing awarding organisation, or your qualification is developed with one that already holds Ofqual recognitionMost providers who want a regulated qualification without becoming a regulator-facing body themselves
Become a recognised awarding organisationYou apply to Ofqual for recognition, meeting its conditions on governance, competence and controls, then submit qualifications for regulationLarger operations that will award many qualifications and want to control the whole chain

For most training providers the first route is the right one. Becoming a recognised awarding organisation is a substantial undertaking, judged against Ofqual's General Conditions of Recognition, and it only pays back at scale. We help you decide honestly which side of that line you are on before you spend anything.

What a submission has to evidence

Whichever route you take, the qualification has to hold up to the same scrutiny. The learning outcomes have to be written at the level claimed and be assessable. The assessment strategy has to show how the level is actually judged, not merely asserted. The size has to be justified in Total Qualification Time, so the notional hours match the level. And the internal quality assurance has to be real, because a regulated qualification is inspected on the consistency of its assessment over time, not just at the point it is approved.

  • Learning outcomes mapped to the level and to where each is assessed.
  • An assessment strategy and instruments that evidence the level.
  • A defensible Total Qualification Time and credit value.
  • Internal quality assurance that produces records, not just a policy.

England is not the whole UK

Ofqual regulates England. Northern Ireland recognises many of the same qualifications where the awarding organisation is recognised by CCEA Regulation, but Wales and Scotland run their own frameworks and regulators. A qualification built for England does not travel across the UK automatically, so if your learners sit in more than one nation, the nation is a decision to make before you build, not after.

Where we fit

We are a consultancy, not an awarding organisation and not a regulator. We build the course and the qualification to Ofqual's standard, prepare the submission, and manage it through the awarding organisation or the recognition process to a decision. We cannot guarantee an outcome, because that belongs to the regulator and the awarding organisation, but we can make sure the work meets the published conditions and that the queries are answered to their standard rather than landing on your desk.

Common questions

Can I apply to Ofqual directly for my course?

No. Ofqual recognises awarding organisations and regulates the qualifications they award. A training provider gets a regulated qualification through a recognised awarding organisation, or by becoming a recognised awarding organisation itself, which is a much larger step.

What is the RQF?

The Regulated Qualifications Framework is the framework for regulated qualifications in England, and in Northern Ireland where the awarding organisation is recognised by CCEA Regulation. It places each qualification at a level and states its size in Total Qualification Time.

Is an Ofqual-regulated qualification recognised in Scotland and Wales?

Not automatically. Scotland uses the SCQF regulated by Qualifications Scotland, and Wales uses the CQFW regulated by Qualifications Wales. Recognition across nations depends on the framework, so the nation matters.

Do you become the awarding organisation for us?

No. We are a consultancy. We build the qualification and manage the submission through a recognised awarding organisation, or support you through Ofqual recognition if that is the right route, but we do not award qualifications ourselves.

How long does it take?

It depends on the awarding organisation and the qualification, and on how ready the provision is when we start. We give you a realistic timeline for your specific case on the first call, and confirm the current position with the body before submitting.
