What are MQF and EQF levels, and how do they relate?

The Malta Qualifications Framework (MQF) has eight levels, from level 1 to level 8, and is formally referenced to the European Qualifications Framework (EQF), which also has eight levels. Because the two are referenced to each other, a qualification placed at an MQF level carries an EQF level that an employer, regulator or learner anywhere in the EU can read.

Short answer

The Malta Qualifications Framework (MQF) has eight levels, from level 1 to level 8, and is formally referenced to the European Qualifications Framework (EQF), which also has eight levels. Because the two are referenced to each other, a qualification placed at an MQF level carries an EQF level that an employer, regulator or learner anywhere in the EU can read. That readability is the whole point of the Malta route for a UK provider, because a UK framework is no longer mapped to the EQF automatically after Brexit.

What a framework level actually tells you

A qualifications framework places learning at a level according to how demanding it is, from basic to doctoral. It is a shared scale, so a level means roughly the same thing whoever is reading it. That is what lets a qualification travel: an employer who has never heard of your programme can still read its level and know what it is worth.

The MQF and the EQF are both eight-level scales. The MQF is Malta's national framework; the EQF is the European reference framework that national frameworks are mapped to. Malta has referenced its framework to the EQF, so an MQF level and its EQF level sit side by side.

The eight levels, in outline

Both frameworks run from level 1 to level 8. Higher education sits in the upper levels: broadly, a bachelor's degree is around level 6, a master's around level 7 and a doctorate at level 8, with vocational and further education across the lower and middle levels. The exact placement of a specific qualification is set through the accreditation, not assumed.

Broad levelTypical qualification
MQF/EQF 1 to 4Basic and further education, vocational awards
MQF/EQF 5Higher vocational, short-cycle higher education
MQF/EQF 6Bachelor's level
MQF/EQF 7Master's level
MQF/EQF 8Doctoral level

Why the reference matters after Brexit

Before Brexit, a UK qualification sat inside a system European buyers understood. It no longer maps to the EQF automatically. A programme accredited by MFHEA in Malta carries an MQF level that is referenced to the EQF, so it is readable across the single market from inside the EU. For a provider selling into Europe or recruiting European learners, that readable level is often the entire commercial case.

This concerns the recognition and level of a qualification. It is not an automatic right to practise a regulated profession, which runs through separate EU rules, and a level is not a promise of enrolments.

How the level is set, not assumed

A programme does not choose its own level. The level is set through accreditation, by matching what a learner actually has to know and do against the descriptors for each level. Claiming a level that the content and assessment do not support is one of the fastest ways to have a submission questioned, because a reviewer reads the outcomes, not the label.

That is why the level and the size have to be built in from the start. We write the learning outcomes to the descriptors for the level being claimed, set a credit value that reflects the real learning hours, and map the two so they are consistent. Done this way, the MQF level is defensible, and because the MQF is referenced to the EQF, the EQF level follows. It is the difference between a level a body will accredit and a level you would like to claim.

What the reference does and does not guarantee

It is worth separating two things the levels can be confused for. An MQF level referenced to the EQF tells a reader how demanding a qualification is, on a scale they understand. It does not, on its own, guarantee that a specific employer or a professional regulator in another member state will accept the qualification for a specific purpose. Recognition of a level and recognition for a regulated profession are different questions, and the second runs through separate EU rules that vary by profession and country.

The value of the referenced level is real but bounded. It makes a qualification legible across the single market, which is what most buyers need, without pretending to be an automatic passport into every regulated role. We are clear about that line, because promising more than a level delivers is how trust is lost, and a buyer who understands exactly what the level buys them is a buyer who stays.

Common questions

How many levels does the MQF have?

Eight, from level 1 to level 8, the same range as the European Qualifications Framework it is referenced to.

Is an MQF level the same as an EQF level?

They are referenced to each other, so an MQF level carries a corresponding EQF level. That is what makes a Maltese qualification readable across the EU.

What EQF level is a degree?

Broadly, a bachelor's degree is around level 6, a master's around level 7 and a doctorate at level 8. The exact level of a specific qualification is set through accreditation.

Does an EQF level let me practise a regulated profession in the EU?

No. It concerns the recognition and level of the qualification. The right to practise a regulated profession runs through separate EU rules.

How does this help a UK provider?

A UK framework no longer maps to the EQF automatically after Brexit. Accrediting through Malta gives a programme an EQF-referenced level issued from inside the EU, readable across the single market.
